That type of behavior is common in poorer neighborhoods in many places. Those who feel they have the least respect want the dogs with the meanest reputation. The dogs are not socialized as pups, and usually are a breed somewhat predispositioned toward aggressiveness. In too many places people are not held accountable for their aggressive dogs actions.
