so they use 2 cars so that they don't have to drive the stretch of the road with the heavy traffic and instead just cross the road over to the other car? I don't get it

That's because you don't know the area
Sharjah is literally walled off from Dubai with the exception of a few connector roads. Those roads are insanely backed up during rush hour.
But if the Sharjah people can go to places where they can walk over to the Dubai side, they avoid those connector roads and can use interior roads to get to their work destination (which seems to be Deira for most of them). So they drive to the "wall", park, walk over, get into a second car and then finish driving to work. This allows them to avoid the major arteries and thus hours of commuting time.

Why the "walling off"?
Isn't this actually good for everyone? Car sales are up, Less cars on the really heavily congested roads, A car park full of free cars every day for the cross-Gulf car thieves. Maybe a missed business opportunity.
