David Cameron want All Troops home By 2015.
He indicated that he envisages UK troops leaving Afghanistan before the next election - due in 2015 - telling Sky News: "I want that to happen, make no mistake about it. We can't be there for another five years, having been there for nine years already."

Recent reports states that Afghanistan has huge areas of unexploited mineral resources worth between 1 and 3 trillion dollars. The Afghan Government needs to lease out mineral areas for international companies to extract the ores and produce metals. This could provide a good, long-term source of income for the Afghanis, provide much needed income to build up and maintain a 1 million+ national army who would be trained by UN forces.
They do need to spread the wealth though.

Nothing fundamental will change though unless they force secular education upon the entire populace...but that would address the root causes of most of their problems so it's unlikely anyone will do that as it makes sense
