...permanent residency ID holders will receive the same treatment as Qataris in education and healthcare in public institutions and will be given priority, after locals, in holding public military and civil jobs.

Could be attractive to lots of people. Think - Somalia, Pakistan, Burkina Faso, The Maldives, Nigeria, Libya.

People with Qatari mothers will qualify for the permanent residency. Fair enough. That means they're already Muslims and mostly with fathers from other GCC countries.
Those with special offerings to Qatar can qualify for the permanent residency. That means extraordinarily special candidates.
Altogether, maybe a handful of people might get the permanent residency.
In other words, irrelevant for 99.99% of expats.
People with Qatari mothers will qualify for the permanent residency. Fair enough. That means they're already Muslims and mostly with fathers from other GCC countries.

The dude who founded Modern Bakeries in the UAE isn't Emirati but was given citizenship by the ruler of Sharjah.
I imagine something similar will be the case for Qatar. A handful of prominent people who are Qatari in all but name may get the residency.
It's just a lot of noise.

It's a secret hope that I'll somehow do something that results in me being deported. In the perfect scenario it's something that I'm clearly not at fault but need to leave and the company recognises it and just transfers me home.
However, I will give Qatar credit where it's due. I get no ends of free upgrade to business on Qatar Airways.

It'll be like the recent changes to the Exit Permit system and the NOC to change Employers. Lots of publicity, but no material difference.
