I haven't read enough about it yet, but did he HAVE to make any statement about it or was it just something he decided to do for no reason other than to wind folk up?

2. It deflected a lot of attention from him regarding Flynn, FBI and Russia

None of us are Americans. None of us will ever understand the whats or whys of the US and how things are done there. I've spent enough time in the US to figure this out, so I imagine Trump's reelection chances are quite decent. Especially if the Democrats nominate that old baggage again.
