Yes, he is right, although this only (currently) applies to spouses from outside the EU. No doubt that will change to include EU spouses sometime in the near future.

It is a ridiculous rule which is a 'one size fits all' with no consideration of individual circumstances (eg how long you have been married for). Obviously it favours those with plenty of cash who can put up the £64,000 necessary to have in your bank if you are not employed.
