Visa changes to reduce reliance on foreign workers

Employers will need to pay a £1,000 per year for every Tier 2 worker in the business. The Home Office is saying this is to 'reduce reliance on foreign workers'.
I don't think this will affect the big boys, while driving small and medium business away from the Tier 2 route.
