Default moving to mallow, co.cork

my mum moved to mallow, co.cork 4yrs ago i decided to move there 4th feburary 2010 i enrolled my 2 children in school and we all registered with the doctors, i got my pps number and was turned down for all benefits, i couldn't find a job no matter how many jobs i applied for, i was there for 6 months and had to move back to england, i want to move back and would like to know how i stand on this, will i be entitled to any benefits, they told me that the habitual residency said that i had to support myself and my 2 chikdren for 2 yrs before i could get anything is that right and if not what do i do to be able to claim the benefits?
