Consular Birth Registration
If I understand correctly, children born abroad (Not Available in Certain Countries and Territories) to British citizens can get a "Consular Birth Registration Certificate" from a diplomatic mission of the UK:

Re: Consular Birth Registration
There is Foreign Birth Registration but that is to enable the second generation or later born outside Ireland to acquire Irish citizenship. AFAIK there's no Irish equivalent of the consular birth certificate.
