An encouragement to more corruption

Why oh why? Isn't there enough corruption already. Oh, I know, let's disband the unit that has been investigating it!

well it has clearly backfired- bet they thought they would be able to bribe them. Some things in africa are soooo transparent- it will take the chinese to teach them to be more opaque.
