Unfortunately such scenes are not that rare in areas with large gypsy populations in the Algarve.

This is the same person who was investigated back late last year in August.
+ He is not a gypsy
Why the local authorities have allowed this sad tale to continue ,is beyond belief !

Extremely sad and appalling indeed! Nevertheless (and just to contextualize) I´ve seen similar reports here in Ireland as well (travellers + irish rednecks).
These cases should be promptly reported to the special GNR bureau called SEPNA - Environment & Nature Protection Service: GNR Guarda Nacional Republicana
They should quickly go onsite, file a report about the situation and present solutions to solve the problem.

I am not comfortable about this automatic assumption that the owner was a "Roma"!
It did not say that in the article.
It is frighteningly xenophobic when one automatically assumes that something wrong is automatically the fault of "Roma"!
As regards the case in question about which authority is competent to deal with matter, it does beg the question if the relevant clause in 2014 Law on Treatment of Animals was detailed enough in attributing policing powers for these sort of cases. Maybe Camara vets and GNR/PSP vets and mounted officers should have the necessary legal authorisation to act in these cases.

There have been many examples on forums regarding the mistreatment of horses by gypsies.
We see this frequently in the Algarve.
On expat portugal there was a lengthy thread regarding an expat who bought a horse that was in apalling condition and let it live out its final time on her land.
I have yet to see the GNR stop an overloaded cart pulled by a thin and bedraggled horse as it passes one of their many road side check points.

Well, I have seen both the GNR and PSP do exactly that!
