Does anyone know of any airline that permits a 15kg dog to fly with owner to UK from Faro? TIA

The Defra site has a list airlines and the airports that except dogs in the UK. Thomas Cook and Flybe fly from Faro to the UK I think

All airlines only accept dogs up about 8 kgs in the cabin. Otherwise has to go in the hold.

Much better to use a pet courier service overland

No airline allows you to have your dog in the cabin flying into the UK (TAP allows them to fly out in cabin if under 8kg from Heathrow)>

Its an expensive hangover from the infrastructure airlines built for rabies control, and basically they will rip you off. From memory for a small dog it was about £500 to transport by air.
