I agree. Although I'm in Australia I think a similar reciprocal agreement exists. Immediate and necessary treatment is for things like an unplanned delivery (premature) or emergency surgery. I work in a large public hospital booking surgery and have told the story before of UK patients having to either go home or pay for necessary but non-emergency operations.
