Default Neazealand old rule & new rule

Dear sir /madam

I have one question in my mind that( regarding difference point system between
old rule ie.25 pts & new rule i.e. 28 pts of General skill category)

when NZIS is considered that candidate is valid for new rule or old rule ?
eg. 1) After registration no. for file has taken
2) After documents arrived for assesments
3) After arrival of resident aplication form

I am asking this question because i got one registration no. from my local agent
at 27th march 2002
but due to financial problem i postpone my process.i now want to be restart it again
i done my medical test 10 days ago.

by the old points i am getting work search visa 21pts
Nonmarried,age 27,qual: Bachelor of Enggineering.,experience:3 years

But by new rule it is not qualified

Can you solve my prolem,Give me suggestions
