Default Welsh expats and student finance for Uni

We need to make our decision to stay or go from our current country, with a daughter just starting Y9 and a son 2 years behind here, we either stay for the duration of GCSE's or head back to the UK.
Obviously the 3 year residency rule is a big deciding factor as there is no way we can afford university without them at least being able to access student loans and grants (poor expat teachers :-(), the added bonus we have is that my children are Welsh, and the lovely Welsh assembly pay around £3500 towards the fees of Welsh children and also offer grants to top this amount up if it is not enough. My question is, has anyone managed to get this funding from Wales as a returning expat? If you do manage to get home status in your chosen uni, do you then automatically qualify for the Welsh contribution?
