It has nothing to do with not wanting change and everything to do with local solutions for local issues.

There might be a justifiable local need - variation would be a better word - when it comes to, say, rural areas and how emergency services are provided but your survival chances or quality of life shouldn't vary just because you live in one province rather than another.

Until presented evidence that one's survival chances do vary by province, I would argue that they don't.

Quite ridiculous that a treatment might be available in one province and not another; or that the same expensive drug is available but in one province your co-pay is limited to 5% of your income while in another it's your financial ruin or death; or that a special care home is funded n one province but another one not.

While I understand what you are saying, it is up to the voters in each province to elect governments that give them what they want or what they deem important. If a government doesn't do that they are free to vote them out and to elect a government that will.

Cumbersome is surely having several different policies rather than one. Cumbersome is all the admin across different provinces when someone covered in one province gets treatment in another. Cumbersome is where someone cannot move for fear of losing current treatment or services.

It isn't cumbersome to get treated in another province. Simply show your health card and that is it, they send the bill to your province.

As for someone moving, I don't see the big deal. If you want a specific service that isn't covered in another province then factor that into your decision about whether you want to move. If I was to move back to the UK I would take the NHS into account (among other things obviously) so what is the big deal about doing that when moving between provinces?

Some provinces allow paramedics to administer certain drugs while others cannot and have to wait until they get the patient to hospital, hoping the patient survives.

Some provinces charge for an ambulance being called. That influences whether someone will call one or try to make their own way to hospital.

Some provinces cover some drugs, some don't.

Surely you have read of these differences?

It may not be especially cumbersome but why does it need to happen at all?

But if you're in one province already and getting treated there and, say, your spouse has a better job to move to in another province then why should it even be a factor when you're in the same country?

A month??? Sounds terrible. That's the reason I came back last year with a fractured neck and shoulder. The neurosurgeon cancelled appointments until two months later in Belfast. I came back to Dallas and had appoints with shoulder specialist and neurosurgeon within two days.
Now that I am well healed, I am back to Belfast next week. Have leased a lovely house for two years.

I think you mean the Commonwealth Fund, an American think-tank. Their reports are interesting, but I don't think they are conclusive.
