Default NHS eligibility?

As many know, my then 17yr old Finnish born Aussie son moved to London in July. He turned 18 three days after moving, has his Finnish passport and is working full time. Quiestion is, can he register for NHS as either Aussie or Finnish, given that he's living legally in the country under Finnish passport but not under Finnish Medicare (Kela) but under Aussie Medicare system?

Just trying to verify before updating his travel insurance.

NHS care is based on residence. As your son is resident in the UK then he is automatically covered; his citizenship is irrelevant. He should however registered with a local GP.

Ok thanks heaps, we were unsure as although we knew he was legally resident, should it fall down to Finnish passport (totally not covered by Kela) or Aussie Medicare. Much appreciated!

WHAT INFORMATION WILL I NEED TO REGISTER WITH A DOCTOR?
When registering at a doctor’s surgery you will need to show that you are legally and permanently or temporarily living in the area
. ...
Proof
you are living and settled in the UK [one of the following]
Contract of Employment and Payslip
Tenancy Agreement or papers relating to your Housing
College Enrollment Documents
Benefits Award Letter
Marriage Certificate (if registering with your husband/wife)
Birth Certificates (registering children) or Proof of Guardianship
So if, for example, he is staying with relatives he might (depending mostly on luck) actually need to get a letter giving him formal permission to stay there. One of the above in addition to passport or other proof of right to reside.

It's worth noting that GP surgeries will vary wildly as to what they require as proof of residence. Some will require nothing, some will require everything and the kitchen sink regardless of what is actually necessary.

Exactly.

Our son needed a letter from and signed by us, plus utility bill, to say that he was living with us in order to get a bank account and also to get a National Insurance Number.

Our local GP surgery asked for no proof at all of residence when he registered, and he got his NHS number within a week or so.
