If you're payrolled through PAYE then I suspect so. I did this when working in Germany. Whether this is strictly correct or not I couldn't tell you nor could I say whether this was only possible due to EEA posted worker rules.

The two are standalone concepts however the HRT does not apply to contribution-based JSA so if you had sufficient Class 1 NICs in the two previous years you could claim straight away.
