Thank you Holy and Pistolpete2. I had the distinct impression that the surgery staff were making my registration more difficult than it should have been. I doubt if they had read the NHS website and given the interpretation of "ordinarily resident" much thought.

I forgot to say even though I was living at my brother's house and had no utilities etc....I did have a HSBC bank account in Belfast. I brought 4 months statements they made copies of which seemed to satisfy requirements for emergency and fracture clinic.

Thank you Celticspirit. I do have a driver's licence, bank account, UK credit card, library card and even a membership card from the local allotment/gardening group.
Regarding the person who's been away for 43 years, I was able to get a replacement driving licence online. I've had a UK licence since I was 18 and it was good until I am 70!

n u mis understand (wasnt very clear).. if you are still an expat ie not living in uk yet, you cannot vote.. once you become ordinarily resident again, ie have your feet on the soil in uk then you can register to be on electoral role etc. so for people who havent moved back and been out of the country for more than 15 years are not allowed to vote

Celticspirit, I didn't have mine either but they found me in their records! I think it cost 20 GBP.

so you can see where the questioning that you are getting is coming from but it should not be an obstacle to you actually getting registered.
Unfortunately Ordinary Residence is not defined and is assessed on a case by case basis looking at the circumstances that are presented. Indeed you can be resident in several places at once but ordinary residence in the UK for NHS purposes is supposed to have been indicated by your circumstances in the UK which will include being in the UK settled for six months, even though one is actually entitled to be registered from the word go. That is why a lease, or evidence that you have burned bridges elsewhere becomes important.
Those who are stating that a passport will suffice are not keeping up with the changes that have taken place in admitting those coming from overseas and in preventing abuse even from British expats who have been getting NHS treatment while not actually being entitled.

Pete is correct. A UK passport alone is not proof that you have now moved to the UK to reside permanently, instead of just visiting the UK for a few months. The latter is not and has never been allowed to use the NHS for free and they will now need to pay 150% of NHS costs if they don't have insurance. A UK passport alone won't prevent the UK citizen being billed.

Indeed the exit checks - once they and incoming data become all-embracing and integrated into some sort of big brother government data pool - could possibly be used to ultimately check all sorts of things such as tax residence and indications of actual residence but that is not why they are being brought in, which is solely for border control purposes. Maybe it is the thin end of the wedge but at this point there is no NHS link. They need to know when those on visas have actually left, for instance.

I need to renew my UK passport and have noticed that the application guidance page asks for "all uncancelled passports (British or non-British)" to be provided....

I don't remember being asked this in the past when I applied for a renewal? I wonder if it's something new? (Though perhaps I do vaguely recall something about maybe needing to send other foreign passport(s) only IF one were born abroad...? )

Even our mobile phones track our movements as we move from cell to cell. Ever notice when you move into another country that often your phone provider texts you to tell you the charges have changed?
Loyalty type supermarket cards are used for data collection. There was talk about putting a chip on baked bean tins to check shoppers movement after they bought their food. Google tracks internet use and software often has trackers too if you aren't careful how you install. Cookies track from site as do those who now try to dodge the cookie deletion softwate by putting theiir cookie in Flash ect
as well as tackling immigration, the measures would greatly improve security and help to track criminals and potential terrorists.
New exit checks come into force at UK borders — RT UK
And UKVI shares information with other government departments, including the NHS.
The UK has already used tracker ANPR cameras to catch EU cars which are not meant to be in the country anymore and Poland sent police over to look at the UK's system as they wanted to have it their country too. Now those same ANPR cameras are used to catch those who haven't paid their car tax, who don't have insurance, or to track a car that is known to have a criminal connection. Drive through areas where you need to pay beforehand or shortly after and you haven't, then you will get a fined as you are picked up on the cameras i.e London, Dartford Crossing over The Thames.
These EU BRP cards will also be used to track people. In the UK, the BRP will need to be shown for free NHS as their BRP is connected to the unique code they get when they pay their Immigration Health Surcharge when they apply for a visa. Overstay and the BRP will show their free NHS has ended. Others will be able to check their status using their BRP i.e. an employer to check they have a right to work in the UK/EU.
The Real Time system that HMRC now has also means the NHS can now check which people who used the EEA route to the UK, can use the NHS for free.
