Re social housing in Liverpool, your wait depends on which of the 6 Bands you're placed in. If you're 'just' unemployed without additional priority needs, a 2 year wait is pretty standard.

I rented a flat from a Housing Association when i returned to Scotland in 2010. I am still here. Rent for a 2-bedroom is £300 a month. There are vacant properties here as I write this.

Glasgow Housing Association even has a 'sister company' that rent to people who 'have no priority for social housing, but cannot afford to buy their own home or pay full-market rents'.

When I returned from the US 7 years ago, I rented a bedsitter from a private landlord and immediately got myself on the waiting list for Housing 21, which is social housing. I also applied for housing benefit as I was low income. I was allocated a flat in the Somerset countryside (my chosen area) within 3 months. There are a number of Housing Associations all over the country, some have waiting lists that are long, some make you bid on properties, others are easier to deal with. Another housing association I have dealt with is Hanover Housing - they are all on the internet. As a retired person I was treated kindly, with courtesy, and I have only nice things to report about my experiences. As far as I know, you are only allocated a one bedroom place, and they are small by US/Canadian standards. But it is great to have your own place, and at an affordable rate. Hope that helps.
