Because the UK has a different immigration system. Remember the VWP is a privilige the US offers to other countries. Be glad you don't live in a country not eligible for VWP.

Why does England treat every domestic pet like it is carrying some horrible disease and force them into six months confinement? By your logic that makes the UK anti-animal?

So the VW is a 'privilige' but USC coming to the UK do not have to sign a visa waiver form. There is no VW because there is no visa! And they are allowed 6 months in the UK, not a measly 90 days like under VW!

Also, in case you didn't know, there is now the pets' passports scheme so animals don't have to spend 6 months in quarantine. Anti-animal? Rather they would be anti-animal if they allowed rabies into the country so anybody's dog or cat could be bitten by an animal with rabies and die or even bite a human and give it to them!

Reading what others post I'm very grateful for that.

But the VWP was negotiated with the EU etc after the amount of time/effort/money/inconvenience the various US Consulates were suffering just to process visitor/business visas became unworkable.

Without the VWP America's tourist industry would be in serious trouble. America didn't "offer" this priviledge - America had no choice but to agree to implement it.

Of course, given recent unpleasantness this may change...
