hi friends
i asked that guy to check whether there is any issue, by contacting the immigration office in qatar. he did it by providing his passport number to a PRO. he says, the PRO and a local arab- one of his friend- checked it by providing his passport number to the labor department and immigration office. for time being no any issue was found to apply for visa and exiting the country. in the legal view he is a culprit in a civil case in uae- the cheque bouncing case. but i am looking forward and just inquiring about his survival from these issues.
i think there will not be any problem for his visa issue as far as there is no any common employee database sharing in the GCC. but is it going to implement in the future.

as per a higher official in dubai police, 60 % of their force is engaged in tracing out the culprits of these civil cases- business check bouncing and loan- credit card defaults that end up in check depositing and bouncing.
there is a store room in the station to keep such files, which is almost equal to the size of a studio flat and all racks are almost full! the present UAE law does not suggest any way of negotiation or re arranging payment plans for such cases. they will simply keep the victims in jail as far as the case is live.
interested to know how these issues are handles in other countries.

I've just scanned through it - it is very anti-Dubai in my view.
