Looks like this thing is still going ahead as planned. Its not designed to reduce traffic at all, its a complete revenue generator for the RTA.

I'm not going to get one. I will just avoid the toll gates. I use the AK road to work anyway. I only have to put up with it for a few weeks.

Lets cut them some slack, given how good this part of the world is at planning ahead - e.g. building 5000 houses in Emirates Hills, and then developing the road infrastructure 3 years later - they probably haven't worked that one out yet.

What if you are visiting and are renting a car, how does that work, do you get a salik sticker?

There are cameras on the back of the toll gantry, one for each lane, to photograph the back numberplate of cars that don't have a tag. Starts at 100Dhs a day, then 200Dhs for a second offense, then 300Dhs and so on. I think it peaks at 400Dhs a day for every day you don't have a tag. Could get a bit pricey.
I'm on the fence about whether it will work or not, but I think they should have started at peak hours only. Why should you have to pay at 2am?
