Thanks a bunch, your replies confirm my thoughts that the offer is low. The argument that the 60% portion is below the $100k threshold is not tenable.

Should I try to have them increase the total offer by 40% or is it a waste of time at this point?

It is probably a waste of time. Maybe reply to them with something like "your salary offer is not competitive" and see what happens but likely they will pass and just keep moving down the list until they get to someone desperate enough to take what they are offering.
