Default Internet/TV deal in Saudi - is it a scam.

Husband approached by management of complex he lives in about upgrade of internet for £50 a month and TV £20 a month. The TV deal sounds fine, but the internet seems odd. The building is a brand new block and the employer has taken up the accommodation rental (as is usual in Saudi) with internet included. Now I don't know if I'm imagining it but facetime over the internet was fine before this deal was ever mentioned, but went rapidly down hill after. As he hasn't taken up the deal it mysteriously has got better. All a coincidence? Thought you had to have new cabling for superfast anyway. Am I being suspicious when I don't need to be?
