The "Certificate of Good Behaviour" is not something new. Standard requirement for visas for many countries long before ACRO came along

According to above link, UK certificates are to be accessed through ACRO. Although I'm surprised that partners don't need a certificate too like most other countries visa processes?

Reality is it could be flawed because there are plenty of countries that at best have terrible criminal record systems and at worst individuals may be able to ‘buy’ their good behavior certificate!

This was already a requirement for several professions.
It can be an utter headache for some. In the United States, it requires ink-and-roll fingerprints and can take about five months.

Did you have ink fingerprints done recently ? You might find things have moved on to scanners now.

Yes I did - a year ago, and I checked the requirements again two months ago. Scanners have been an option for about a decade but only in some selected places - even in big cities (like the ones I lived in) they weren't available. Just after your post I checked again and the FBI web site is still saying you need to submit fingerprints.
I have never been able to use the scanner option from overseas. In some countries (like Australia) the police won't do it in some states and so you have to pay a PI to do it.
Additionally - the UAE does not require this, but some other countries do - because in the US, the federal and state crime databases are separate (ie, you can be arrested in Nebraska for some things and not have it ping on your FBI check), you need to obtain state-level police checks in addition to the FBI one. I recently had to do that for something in the European Union.
The state level checks were easier - no fingerprints - but from overseas they often only accept USD denominated bank cheques - no debit or credit cards or funds transfers and that is a pain and the bank fees on that are large, and it does add up if you have lived in a few states.

Hi Guys,
I have been told by my employer to provide a good conduct certificate.
I have read online that expats should have a no criminal record.
Unfortunately i was handed a criminal conviction in 2011.
What are my chances of obtaining a visa as this was over 7years over.
Thanks!

I went ahead and applied for the ARCO police check the other day (it seems to be this rather than a CRB/disclosure document that's being asked for). As I wanted it soon, I behaved like a mug and paid £80 for the premium service so it can arrive this week latest.
What I'm a bit worried about is the additional hurdles which might accompany it. Reading the Gulf News article, it suggests the document will need be signed/legalised. Once I get the ARCO, does it need to signed by the UAE embassy here, as they suggest? Can I get it signed in Dubai once I'm out there? Or, does it even need to be signed in the first place? As per the National article, is the certificate alone enough to hand over to the employer getting the new visa?
If anyone has an answer to this, I'm keen to hear it. Similarly, if I find out the score, will feed it back here. Red tape ftw, eh? :-/ (though it's a common requirement for work visas elsewhere. Maybe it was only a matter of time that the UAE got more exacting).

For those renewing visa here, I believe you can do it on the MOI App.
