Bad Experience with company

Bad Experience with company
I recently took up a position with <SNIP>, I arrived and was given a house in Mesaieed and although the house was ok, I felt totally isolated, not having any conversation with anyone for 3 weeks due to no Europeans really being down there.
Then the work place, it has to be the worst company I have ever seen for unsafe working practices, the ER team had no training and the H&S where incompetent
Anyway rather than walk away I complied a report listing items I had found and solutions.
Then handed in my notice before getting roped into furniture allowances and car loans. However they stalled me for a week then refused to give me a flight home.
Now for my question and for advice, I requested a NOC and after arriving back in the UK i was sent one, however it was in English only. I have since tried to get a copy in Arabic, but <snip> have blocked my emails and are not taking my calls, is there anything I can do or sit it out for the required year. I did have anther job to go to, but due to this unable to take up the position.
