Something to keep in mind: while the I-864 comes into force the day you enter the US, the information on the I-864 is most useful the day of your interview - because that's when your visa is approved. If the I-864P guidelines change after you already have the visa in your passport, it really won't much matter... because the CBP officer who process you at the border isn't going to care about the I-864s. He'll care only that you have a valid visa.
