NVC did have some teething troubles when it opened and delays of a few months were
reported. That seems to have subsided now but, unfortunately, nobody seems to post NVC
waiting times. Here's a general description:

From that you'll see that they really don't have four times the work of the service
centers because:

a) They are only dealing with a subset of petitions
b) They only need to deal with immigrant petitions when a visa number is available (this
is immediate for petitions based on marriage to a US citizen).
