Essentially the I-129 H1B COS/CN is for new H1-B visas.
I don't know what "CN" stands for though - anybody??

For a person who is already in the US, does it make any sense to go for a consular
notification. Some say it is more "safe" than change of status/H1 to H1 transfer?
