Default 2 Months for Japanese Police Record

I've read
it takes 2 Months for a Japanese Police Record to arrive,
and that the U.S. Embassy in London
[my fiancees location]
will send the letter,
which is necessary to forward to the Japanese mission in London,
to start the process.

Does anyone know if this letter has a specific individual's name
or if it is a general letter
which may be up on the web
or obtainable,
so we can start the process early?

Also, my fiancees stay in Japan was over 20 years ago.
Does anyone know if Japaneese Police Records go back that far?
[I think the English records go back 10 years only.]

Thank you,
Emory

Thanks for your idea, Steve
but she was teaching English in Japan
in the early 80s
