Default "vyizdna viza" (permission to leave Ukraine)

Does anyone know the requirements that a K-1 beneficiary needs to do regarding exit
Visas from Ukraine? Does this have to be done before she leaves? I have found a old
website about this http://www.sit.wisc.edu/~ptdziemi/stamphell/index.html and wonder
if a K-1 flying out of Ukraine should go to their local OVIR and request this stamp,
from what I am reading it can add ANOTHER 10 days to 3 months to the process. Or is
this just for those K-1's that have left through another country. We will be visiting
Ukraine in the future, and from the story on the website it appears some of this
should be done first, although it is not clear whether a K-1 fiancée should do this
on her original exit before she is actually married? Any help would be appreciated
