Alcoholic drinks and beverages that boast being greater than 24% ABV but not more than 70% ABV like rum, vodka, gin, whisky and other spirits as well as liqueurs can usually be sent within the UK but not internationally.
From the UPS UK website this is what they say

Where would I start.... unless you mean proper whiskey from the bottle shop.
40% booze is pretty explosive.
That will depend on if they will ship it to you.

Have you tried to see if BC Liquor stores can special order what you desire?
Special Orders | BC Liquor Stores
Some BC Liquor Store stores also sell UK Whisky.

If you're after some interesting whiskies that are not generally available in the provincial liquor stores, it might also be worth checking out the Scotch Malt Whisky Society's Canadian branch - Home » Scotch Malt Whisky Society - they might not be able to get a particular whisky for you but may have some sensible alternatives if you're after something a bit special.

Which brand of whisky do you want/need? Perhaps someone coming from UK to BC is willing to use their liquor allowance to satisfy your requirement. I have done that in the past for others.

Or just go to the provincial liquor store and buy one of the many UK whiskies they carry or can order in for you....Seems a lot easier.

".... The term originated in the 16th century, when payments to British sailors included rations of rum.[2] To ensure that the rum had not been watered down, it was "proved" by dousing gunpowder with it and then testing to see whether the gunpowder would ignite. If it did not, then the rum contained too much water and was considered to be "under proof".[3] Gunpowder would not burn in rum that contained less than 57.15% ABV. ...."
So you'll see that 40% ABV spirit is a long way short of being combustible. Flambéd desserts rely on warmth driving off higher purity alcohol fumes which then catch fire.
Cask strength whisky is typically around 65% ABV, and is watered down to 40% ABV at bottling.
