I knew there was a reason I hate those shandy drinking Londoners. Bloody entitled tossers they ought to venture outside the M25 to see what real life is all about. It wouldn't surprise me if the odd one thought that they need a passport to go to Manchester.

Obviously I can see the difference. I just think you are like a dog with a bone on this point and missing the larger impact of the ruling.

If it disproportionately affects them, then yes it probably does. That's what systemic discrimination is, and knowing the tories this effect is almost certainly deliberate.

My point was that being deported was not the same as having to leave the UK before your visa expired. Your contention was the difference was irrelevant. I disagreed for the reasons outlined. I was not debating the wider impact even if you were.

If it disproportionately affects them, then yes it probably does. That's what systemic discrimination is, and knowing the tories this effect is almost certainly deliberate.
It's designed to reduce net immigration to the UK. A salary cap is the easiest and cheapest although not the smartest way to do this. Your statements that the policy is somehow discriminates arbitrarily and systemically simply doesn't stand up. The salary cap is either arbitrary or systematic in its discrimination, it can't be both.

I'm not sure what you are saying here. These two things are independent of each other.

Here's how I see it:

1 - Does this new ruling impact lower wage earners?
2 - Do minority immigrants earn less than those from western countries?

As the answer to both of those questions is yes, it means the new rules will affect those immigrants to a greater extent than the average. Hence "systemically racist". In a lot of cases systemic discrimination doesn't necessitate malicious intent and sometimes it is unavoidable. However given that "reduce immigration" is a coded way of saying "reduce non-white immigration" (even if no-one likes to admit it), it wouldn't be surprising if the skewed reduction in immigration from non-white countries was seen as desirable side-affect by those in the conservative party who have say in immigration policy.
