If you put 21 in for the age of the driver it does have cars. Its the 18 thing that's the problem. The train/bus pass sounds like a great idea. Have fun.

Interail used to be the way to do europe- though it's best if you want to see a lot of the major cities, not good at village B&Bs. Cost wise you can sleep overnight on the longer trips and pack supermarket picnics (with gallons of wine) to keep a lid on eating costs whilst still eating well.

Have you had a look at Top Deck? They're brilliant for 18-30s and run tours everywhere. There's a 9 day one around Ireland, Wales and England.
