I assume you refer to carpet bombing. Under the strict definition of extra-judicial killing, almost every lethal action taken in modern warfare where the victim isn't in direct sight of the person using the weapon is a war crime. The use of drones to execute people tried in absentia is the recent example. Whether Harris was a war criminal or not depends on where you were. The number of German civilians killed is horrific. I've known men who were Lancaster bomber crew there, (my late friend's dad flew Heinkels to London as a bombadier!), and every day I have a beer with a man whose mum used to grab him up in her arms and run to the bomb shelter in Berlin when the raids came. I wouldn't label Harris a war criminal because I doubt the decisions were his alone, but I'd call him somewhere south of icon.
