AC is right, if the major world powers can defy UN resolutions whenever it suits their agenda then it can't fulfill it's mandate as a peacekeeping organisation.
It's not just defying resolutions, it is that the five permanent members of the security council have the annoying habit of vetoing resolutions - the US veto most resolutions critical of Israel and China has vetoed most resolutions critical of NK.
