And you really think the US does not have a huge say in what the UN does. Guess where the UN HQ is? 1st Avenue, New York, NY 10017, USA. Shouldn't it really be in some neutral country like Switzerland?
Another thing to think about. Did the repatriation payments and the sanctions stop Germany having issues after WW1? Is it the best thing to do, squeeze a country into a corner like a wild animal?

The reason for it's creation was to avoid wars, and facilitate peacefull alternatives to war, through the application of international law:
For example, the Charter of the United Nations established the International Court of Justice, the principal judicial organ of the United Nations, as a means by which Member States may settle their disputes peacefully, in accordance with international law.
Obeying the law is a pretty basic concept, and the members of the UN shouldn't be exempt from the law.
