Can you think laterally about this maybe - costume bit not the "other" snowflake.
White don't you dress up as two bars of white choccie cadburys snowflakes? Wrap yourselves in cardboard boxes (painted white) then get some yellow crepe paper (or whatever the colour of the wrapping is) and stick it with pva glue over the top. The pva will dry see through and then you can get a permanent marker and write the words on the wrapper!

... add a stuff toy dog and some yellow food colouring dribbled here and there... and voila... a familiar wintery scene.

Hows about wearing dark clothes & putting 'fake dandruff' on your shoulders - unless you have the real thing
Some white t-shirts, then lots and lots and lots of cotton wool balls
