Sure, although that's for people who are not EU resident.

It doesn't explain why Irish banks openly say all you need is EU residency while UK Banks explicitly say you need to be UK resident even if, ultimately, they may allow an application because they can't not allow it for that reason alone. "Banks cannot refuse your application for a basic payment account just because you don't live in the country where the bank is established. It's bolded in the link.

The requirement on the UK bank sites is explicitly stating you do need to be UK resident to apply and that appears to be against EU law.
