I think the # of times that people have gone out of their way to say very friendly, very helpful things - out of their way, and not requested - and had no intention of keeping their word.. that's when it's like Urgh. But yes sure, some are nice. The veneer of politeness though I find is pretty backward and just builds up superficiality IMO overall. Pleasant does not equal to genuinely nice. I have mates that will help anytime anywhere; over here, if you're in their face they are nice, hardly seen many extending themselves if you are not of use or in the current circle.

I am so tired of fake civility.
On more than one occasion, with multiple people I have been promised things, people saying things that go far beyond the common call of courtesy/necessity (offering this and that), and the minute I actually need anything, they are nowhere to be seen, had no problems not following through on their "promises"
Saying nice, kind things to my face and disappearing like a flash.
I am so sick and tired of this two faced culture.

You say people aren't helpful and are two faced. Do you go out of your way to help people or are you always expecting people to help you. That is the impression I get from your posts/vents.

I think there are some that 'over promise' out of exuberance or casualness, but characterising it as "lies / being two faced" is to take good intentions far too literally.

Depends on the people as opposed to the nationality
I've received assistance many a time from the locals and received none whatsoever from the locals in the UK and vice versa so I think it's the people.

Its the 'don't ask or expect it - then you won't be disappointed'
I have learned to never to ask for 'free' help or assistance, for that very reason that it will be a let-down.

How many times have people gone out of their way etc... You didn't finish your statement.

If I don't say I am going to go and help you cook some pancakes today with extra whipped cream and strawberry sauce, I won't. If someone insists on saying so, without any prompting or question before hand, then I will at least expect a call when they do not.
As to your "impression", sure, that's what it is. You solved it champ. Brilliant.
