Ours doesn't have bags it dumps all the dust and crap into a bin at the bottom of the motor housing. We then take that off and empty it into plastic garbage bags when needed.
Aah........there is a bag INSIDE the bin, so from what you are saying, the bag doesn't appear to be necessary. You can use it either way???

I guess the previous owners just liked to keep the machine as clean as poss by using these bags.
