The UK didn't decide to tender abroad; only to put the contract out to tender. EU rules mean that HMG cannot discriminate against foreign bidders. The lowest bidder won.

Not particularly. Why spend money unnecessarily?

The central truth here is that it isn't the Uk government who wants to TBC, but rather that the loony right wing wants to avoid upcoming EU regs on tax avoidance and tax havens. Without of course doing anything for the country in the process.

It doesn't have to be the lowest bid that veins, it's the best value so areas such as quality, delivery, follow up, service and maintenance availability, down time, can be included as weighted for in the tender analysis.

Sure, but Gemalto evidently wasn't found wanting in those areas as well as underbidding De La Rue by £120 million. They also have facilities in the UK so the passport books may very well end up being printed here after all.

Gemalto likely ending up sub-contracting it to De La Rue (UK), Gemalto creaming 15% off the top as the middle guy - so everyone is a winner

Funny thing though.

I used to ridicule those that bought old style passport wallets for their EU ones but I'd now be tempted to do the same in reverse and get a burgundy wallet.

Joking aside, the implementation will be the usual British cluster**** with the scanners being unable to read the new passport. It will be ok though as lessons will be learnt!
