Anyone know how to manipulate photos?

I have one (jpg) of our new puppy. It is screaming for a couple of additions. I have no idea how to do that.

I'll take any help I can get.

Yes, on both counts. We've changed his name. He was Gandalf. He is now Dracula. The reason would be clear if you saw the state of our limbs. I haven't bled that much since karate class in my teens.
