EU Citizen Residence Application-Self Sufficient
Anyone knows how long it takes for the application to be processed and approved? Can one travel to other countries while waiting for approval?
We just need to provide proof of funds, but the funds don't have to be brought into Malta, right?

usually 2-3 weeks to get the e-residence card
funds dont have to be in Malta - proof though is important
as for traveling while you're in process - I would think that since you have a visa or visa free to enter Malta, then it would be OK to travel.
Make sure that you have a maltese address, otherwise, simply going into Malta staying at a hotel then applying would appear that you are not going to stay.
Suggestion is that before you apply for the residence card that you have a bank account in Malta, a phone number & are residing (renting at least)

We'll start looking for short-term rental first then.
As for phone number, mobile number is sufficient, right? or do I have to get a landline?

when you enter Malta you will do so 'together' exercising your EU treaty rights. Your non EU spouse will be given an entry visa (good for the Schengen area) in the passport.
Within one week you should have everything ready to go to apply for the residence cards for you the EU citizen & the non EU spouse
On arrival at Malta airport, go straight to the vodaphone booth & get a pay as you go mobile/cell phone with top-up. You can change the provider later if you find something cheaper & that includes internet https://www.vodafone.com.mt/prepaidplans you dont need a landline
As for a place to stay - before you leave where you're at look for short term all included rental, something like apartment hotel to get going.
along the lines of this one or something similar.....
Falcon Court Malta, Holiday Apartments, Accommodation Rentals
Do a google search for furnished apartments in the area you plan on staying in. Suggestion :Use local agents or ads in newspapers/on-line. Frank Salt, Remax, Quicklets, Bernards agents
for reference & pricing...http://www.quicklets.com.mt
Set up a Bank account (suggested no fee) Banif bank as the easiest to do
http://www.banif.com.mt
As a Brit you should immediately apply for the health card & that done at the same time your spouse can also apply for the Maltese health card

if you go the S1 route than you are moving your health entitlement over to malta and should only do that if you are planning to stay here and here some medicines you have to pay for in any case. you can get the certificate of entitlement with your british passport as there is a reciprocal agreement with malta. The office is now st luke's hospital in guardamangia. They give you one for the purpose of submitting application for the e-residence card. This health entitlement lasts three years. in any case if you turn up at the hospital with a british passport you will be treated. Local private doctors are low cost if you need a quick visit. Also you do not need to apply for residence till 90 days have elapsed in your stay. I would also consider travel insurance to cover you for the 90 days.
