What's the cost and duration of membership for expats of these clubs? Thanks in advance.

No idea about the Penang Golf Club.

For Penang Swimming Club, just go to the office and ask for a list of members who are selling theirs. Ask about the monthly fees, rules etc.
Then, you can call the members for their asking prices. All Prices should include the Administrative Fee. Then, see for yourself which one offers you the best price ;-)

They used to have a 'short term' trial visitors pass for potential members to try out first. Not sure if it's still available or not. But, you can ask the office.

Used to be about rm25,000 lifetime (incl admin fees). It might have gone up a little these few years.

There's also the Penang Sports Club: Lots of sports activities. Has yearly short term membership.

It's a smaller club and facilities are kind of "oldish" and dress codes after 7pm ;-/ If that's the type of club you fancy.

Penang Golf Club recently quoted me RM 18k for new life membership, or RM 16.5k for second hand one.

Penang Swimming Club - I contacted many numbers on their list and cheapest was RM 25k including the transfer fee for a second hand one

For both you then pay a small ongoing monthly maitenance fee.

Yes, there are kayaks. Not seen surfskis, but windsurfing.
