Assuming you are not a pensioner, you will need health insurance. THe EHIC is for emergecy treatment only.

I'm guessing it is an EHIC you have, but this NHS link gives you information about the form S1. Any in force before the changes are still valid and in addition to a UK retirement pension ESA can be valid to get a form S1. Not too sure what the other "exportable benefits" that it mentions could be?

S1 forms haven't been available to non retirees since April 2014.

Was it as long ago as April 2014
But I think you will find if you are in receipt of an exportable benefit you can still get a Form S1 (that's in addition to state pension).

Thanks. I will double check which card it is. I think it is probably the EUIC just need to route it out. The specialist I was referring to is my one on the NHS in the UK.
Out of interest why was there not medical coverage requirement when you applied for residency. How long ago was that?

Quite frankly, I wouldn't trust an NHS doctor to know more than the very basics about international health agreements.

And my residency was early 2005 - I can't remember when they changed the system , probably between 5 and 10 years ago. When I applied there was no health insurance requirement, no proof of funds etc. And as for why it was changed, I can't remember - but never forget this is Italy (not that you're likely to ...)

System changed in 2007, though it rooms a few years for some comunes in Italy to catch up.

2010 when we became resident, comune didn't even mention it, suffice to say neither did we! Think 37100 is absolutely correct in saying some comune here are slow in catching on and perhaps some never do....

We got residency in Castiglione del Lago a few weeks ago. Had ID, health insurance - a very basic one with Cattolica. Also marriage certificate. Was very straightforward. Went once and then waited for vigile to arrive but visited when we were out. Went back to comune for ID cars 2 weeks ago. They were very welcoming. We have to go back in a couple of weeks for another certificate and that's it
