If you are born in Italy but your parents are citizens of another country, can you claim italian citizenship?

It appears that people born in Italy to non-Italian parents do not automatically acquire Italian citizenship unless they are stateless (ie have no other nationality):

Depending on circumstances, such a person may be able to become naturalised Italian at some stage.
