Default Codice Fiscale

Hi All

Just a quick question.
I thought you needed to have residency to buy a car in Italy.
But I have just read that you can buy a car once you have a Codice Fiscale.
Is this correct

Thank you so much in advance
regards
rik

Should be accepted by whom? The PRA and AA both say you must be a resident.

Except that, as register of domicile doesn't exist, no comune will issue a cert di domicilio.
