Question What is a reasonable interpretation of "permanent resident"?

Partly separate from the issue of official legislation, an interesting question is what YOU and others consider a reasonable interpretation of the term "permanent resident" to be. Although there are many circumstances that may influence the interpretation in a specific case - such as issues of employment, family, housing, etc - this poll is limited to a few easily delimited alternatives.

In the poll alternatives, "PR visa" means permanent resident visa (e.g. subclass 136) and "RRV" means Resident Return Visa. Please note that for onshore PR visas, validation is not an issue since it can be said to occur automatically when visa is granted, whereas for offshore PR visas validation occurs when arriving in Australia for the first time before the specified "first entry date" of that visa.

Please try not to automatically select an alternative that includes yourself

Hopefully without influencing future votes in this poll, just a summary of the results so far regarding the four alternative interpretations of the term "permanent resident":

- 60% only include permanent visa holders actually present in Australia; when they for any reason are abroad they are not included.
- 0% also include permanent visa holders while abroad on a RRV; this view seems to be the one supported by the current Citizenship Act 1948.
- 40% also include permanent visa holders while abroad without a RRV; this view is the one supported by the new Citizenship Bill 2006.
- 0% also include permanent visa holders while abroad before their visa has to be validated.
